A Bealls department store may be coming to Brownwood, and the city will consider offering a sales tax refund as a financial incentive.

Brownwood City Council members will consider a request Tuesday by Specialty Retailers Inc. of Houston, doing business as Bealls, for an incentive, according to the council’s agenda. The council will deliberate the offer of “a financial or other incentive” to the company in a closed session and will receive legal advice from City Attorney Pat Chesser.

Council members will reconvene into open session to consider approving the incentive, the agenda states.

A Bealls store is located at Heartland Mall in Early.

Mayor Bert Massey, reached at his home Saturday, said he would not comment beyond what was stated in the agenda because the matter is slated for a closed session deliberation. Massey also declined to comment on a possible location of a Bealls in Brownwood or what impact, if any, it would have on the Early store.

In other business, council members will consider a petition from the Texas Department of Transportation to annex 6.7 acres of highway right-of-way on Bangs Hill. The annexation, if approved, will not involve personal property.

The city limits sign is irregular as a result of someone who requested annexation in 1941. When acidents occur west of the intersection of the Bangs Highway and Bluffview Drive, law enforcement personnel have been unsure as to whether the accident occurs inside or outside the city.

The easiest way to resolve the issue is to annex highway right-of-way from the city limits line at the top of Bangs Hill to the ciity limits line of the highway at the bottom of the hill near Bluffview, according to an agenda briefing sheet.

Any citizen who desires to address the city council on a matter not included on the agenda may do so at this time. The city council may not deliberate on items presented under this agenda item. All presentations are subject to a five-minute time limit.

A. Council may hold a public hearing on a petition from the Texas Department of Transportation TxDOT to extend the city limits of the City of Brownwood, Texas to include a strip of land being approximately 6.7 acres situated in Brown County, Texas, John S. Thom Survey 53, Abstract 89, and William H. Iron Survey 52, Abstract 537, described as U.S. Highway 67 right-of-way along “Bangs Hill” area.

Following the public hearing, council may grant or deny the petition.

If the petition is ganted, council may consider an ordinance on first reading annexing said land.

A. Consider a resolution accepting a quitclaim deed for various properties from Brown County and Brownwood Independent School District.

B. Consider an ordinance on second and third readings establishing traffic control signs at various locations throughout the city.

C. Consider an ordinance on second and third readings establishing a loading and unloading zone only on a portion of the 200 block of Eat Baker Street beside Victory Gymnastics.

D. Consider an ordinance on first reading amending Chapter 82 of the Code of Ordinances entitled Floods to comply with state law.
