A former “lower level” coach in a Brown County school district has been indicted on allegations of improper conduct with a juvenile female student, sheriff’s officials said.

Joseph Lynn Townsend, 47, was arrested Tuesday at his job at the Bloomington Independent School District in Victoria County, sheriff’s investigator Scott Bird said.

The August session of the Brown County Grand Jury indicted Townsend on five counts of indecency with a child and one count of improper relationship between educator and student, sheriff’s officials said in a press release.

Townsend was working in a “small, rural Brown County district” when the incidents allegedly occurred toward the end of the 2008-’09 school year, Bird said. Bird would not identify the district, saying he wanted to protect the girl’s identity.

The incidents are alleged to have occurred at school, Bird said.

Victoria County Sheriff’s officials were notified of the indictments and arrested Townsend, who is being held in lieu of bonds totaling $50,000.

“He taught P.E. I don’t know if he was an assistant football coach or not,” Bird said.

The alleged incidents consisted of “fondling, petting, improper contact between student and educator,” Bird said. “I was notified through CPS and conducted an investigation with CPS on these allegations.”

Townsend had left the local area before the investigation started and gotten a job with the Bloomington school district, sheriff’s officials said.

Bloomington superintendent Brad Williams said Townsend was hired as a junior high teacher and assistant volleyball coach.

Williams said he could not comment on his job status.

“It is a personnel matter and I can’t really comment on his situation with the district,” Williams said. “Anything we deem that could be detrimental to students or the instructional setting — both for the district and employee — we would remove any opportunity for any misunderstanding to occur.”
