The water situation

I read in the paper much about the water situation. I believe there is a solution never considered. This idea is based on an assumed fact. Most of our water is used for irrigation, not for sale to our homes. About six of our irrigation customers use 80% of the irrigation water. Why not run lines from the sewer plant to irrigate to the big users. The water district owns old easements unless they have given them away. Somehow it seems unfair for the water at the house must pay extra to support irrigation.
